What is striking about forecasts of the future is the overwhelming sense of powerlessness that they provoke. This is partly a result of the fear-based narrativesthat, as behavioral science research has shown, tend to engender hopelessness. But it’s also a result of completely ignoring the political structures in which climate change impacts occur, as well as the potential for people to remake those systems.
